Stages of Inclusive Education Leadership:
The Continuum of Influence
What is the Continuum of Influence?
The Inclusive Education Leadership Framework (IELF) is built on the core belief that everyone is a leader. Leadership is not a rank, a static title, or a rigid hierarchy. Instead, it is a lifelong journey and a collective effort.
The Continuum of Influence maps how your leadership influence expands over time. Every individual—from operational teams ensuring resources reach the classroom to teaching assistants nurturing a child’s emotional wellbeing—exerts a unique and vital impact.![]()
A Fluid Tool, Not a Linear Hierarchy
We do not “leave” stages behind as we progress; we integrate them. Every effective system leader remains an exemplar of self-leadership.

How the Continuum Connects with the IELF Framework
The Inclusive Education Leadership Framework (IELF) and the Continuum of Influence work together as a flexible, two-part system for professional growth. They provide both the substance of effective inclusive leadership and the lens through which to apply it in your daily role.
Core Pillars Meets Expanding Scope
While the main IELF defines what constitutes high-performance inclusive leadership, the Continuum maps where and how that leadership is expressed:
- The Core Pillars (ARE, KNOW, DO): Establish the character attributes, professional knowledge, and visible actions required to lead ethically and effectively in education. These remain constant across every role in the school/organisation.
- The Continuum of Influence (Stages 1–5): Shows how those core attributes, knowledge points, and actions expand in scope as your sphere of responsibility grows—from managing your personal practice to shaping regional policy.
Rather than treating the framework as a rigid checklist, combining both elements allows you to ask:
“What does ‘Display Moral Courage’ (ARE) or ‘Master Organisational Systems’ (KNOW) look like specifically at my current stage of influence?”
Explore the 5 Stages of Leadership:
Stage 1: Self-Leadership (The Foundation of Personal Impact)
Stage 2: Team Leadership (Leading Through Collaboration)
Stage 3: Operational Leadership (Leading Systems and Processes)
Stage 4: Strategic Leadership (Leading the Organisation)
Stage 5: System Leadership (Leading the Wider Community)
Practical Application
Using the Continuum alongside the ARE, KNOW, DO framework provides clarity and structure across three key areas:
Personal Self-Evaluation & Reflection
Instead of evaluating yourself against all 80+ descriptors in the framework at once, use the Continuum to filter your focus. Identify your primary stage of influence, review the Primary Framework Focuses for that stage, and select 2–3 character attributes or actions to target for continuous reflection.
Coaching and Professional Growth
In 1:1 developmental conversations, line managers and coaches can use the Continuum to frame constructive support. If a colleague is preparing to step into a new role, the framework provides a roadmap for the specific shifts in Knowing and Doing required as their influence expands.
Talent Management & Succession Planning
The combination of the pillars and the continuum ensures leadership growth is built from within. It helps identify potential early, providing structured CPD pathways that nurture talent in every role—from support staff and ECTs to executive directors.
